Summary

Incremental runs collected nothing after the first run, because since (the start time of the last run) is always later than until (3 days behind now). Collection now resumes from since - 3 days, the last day the previous run collected. It also clamps start so the range can never be inverted. Collecting a day again is safe because rows are keyed by date.

Closes #9289

Other Information

Adds a test that runs the collector at intervals of 1, 2, 3 and 7 days and checks that no day is skipped.
