Support the ALP encoding for FLOAT and DOUBLE columns #3862

Describe the enhancement requested

Add support for the ALP (Adaptive Lossless floating-Point) encoding for FLOAT and DOUBLE columns to parquet-java, covering both the writer and the reader.

ALP was added to the format as Encoding.ALP in parquet-format 2.14.0. Spec: https://parquet.apache.org/docs/file-format/data-pages/alpencoding/
