Adds the 1.4.2 release notes and points the 1.4 docs publishing workflow at 1.4.2.

docs/src/main/paradox/release-notes/releases-1.4.mdgains a1.4.2section above1.4.1, covering the PRs in the 1.4.2 milestone — the same set asgit log v1.4.1..1.4.x, excluding the 1.4.1 release-notes commit and the docs-only source link fix (#1335). Entries link the originalmainPRs rather than the 1.4.x backports, as the 1.4.1 notes do.No third party dependency versions changed between v1.4.1 and the 1.4.x branch head, so the Dependency Changes section says so rather than listing upgrades.
