[REFACTOR] Bump TIRx and migrate object and constraint APIs - #20831
Merged

Conversation
Update the TIRx submodule and package requirements to 0.1.0a4. Adopt Obj names for managed objects and migrate symbolic analysis to explicit constraint contexts, alongside the updated type, layout, and FFI interfaces.
Restore float64 constant folding, safe local and guarded vectorization, and compatible floating min/max lowering on older LLVM toolchains.
Lower short contiguous half-copy loops to hardware transactions when their addresses are aligned and destination ranges are disjoint. Track exact allocation views to retain this lowering after shared storage is merged.
