resolveIdentifierValue already resolves via instanceof \Stringable (plus scalar and BackedEnum); the TODO about a 3.0 cleanup is obsolete.

IdentifiersExtractor::resolveIdentifierValue()already resolves identifiers viainstanceof \Stringable(plus scalar andBackedEnum). The docblockTODOreferencing a "3.0" cleanup of "the weird behavior" is obsolete — that cleanup already happened. Removing the stale comment; no behavioral change.
