Lower the barrier to using and contributing to the scanner. - Issue forms: propose-a-rule (the core contribution path), false-positive report, and bug report; plus config.yml linking Discussions and the security policy. - Pull-request template with the quality-gate + new-rule checklist. - ROADMAP.md: a wishlist of ~11 bite-sized 'good first issue' detection rules, each with the pattern to detect and why it stays zero-FP, plus bigger discussion-first items. - CONTRIBUTING.md: expand 'Adding a security rule' into a concrete six-step loop with a copy-paste rule skeleton and the previously-missing corpus + benchmark steps. - README: turn the Contributing section into an active invitation (pick a rule, propose one, report a false positive, or start a discussion).
