Fixes #2065. Updates the logging references to the BASE_BASH_LIBS_LOG_DEBUG and BASE_BASH_LIBS_LOG_UTC variables and documents that wrapper UTC affects Bash wrapper/library logs, not Python CLI timestamps. Validation: tests/test_observability_docs.py (4 passed).
