Fixes #2068. Accepts both live top-level and legacy nested REST item-add IDs, retries bounded post-add visibility for GraphQL and REST reconciliation, and fails closed after three attempts. Extends hermetic fixtures for delayed visibility, permanent absence, live REST response shape, and duplicate prevention. Validation: focused Project Intake tests (17 passed) and full supported suite (1118 passed).
