docs: document a new package's first release and point the guard at it - #102

Conversation
A package's first release can't go through CI: npm trusted publishing needs an existing package, so the Release job fails with ENEEDAUTH, and a publish without a valid login fails with 404 rather than 401. CONTRIBUTING now has the one-time bootstrap (manual publish, trusted publisher with "Allow npm publish", tag and GitHub release, the 0.0.0-stage placeholder), and the guard's plan line for a first publish points there. Also: the V2 package count and the CI description in CONTRIBUTING, a note to verify through the registry API, and AGENTS.md's agent workflow now links to existing docs instead of skills that don't exist.

Summary
Publishing auto-advisor 2.0.0 showed that a new package's first release can't go through CI, and none of the steps it took were documented:

first publish -> latest (needs a one-time manual publish; see CONTRIBUTING.md "First release of a new package"), so the PR's CI log and the Release log both say what to do.init-plugin,create-pluginandrelease-pluginskills that don't exist in.agents/skills/; they now link toREADME-template.md,docs/opencode-v2-plugin-runtime.md,tools/release-channels.jsonand the CONTRIBUTING sections.Linked Issue
