Reduce total supply for EVM rounding dust in the same tracking copy as balance writes, without charging a purse again. Cover the supply and sender balance changes with an integration test and document the system contract preference.

Reconcile EVM rounding dust through mint in the transaction tracking copy so total supply stays correct without a second account debit; the inline runtime setup can move after the planned refactor.
