fix(mosaic): use the neutral color for menus, close buttons and the You badge - #10494
Mosaic components now set neutral colors for specified buttons and a current-user badge. Field labels and profile contact values use the foreground color. Disabled input and tag-input backgrounds use a neutral color mix. Interactive items have updated icon hover colors and conditional outline border styling.
Interactive outlined rows need their border styling corrected, with focused coverage added for the new behavior.

Explanation
The title names the main change: Mosaic default controls switch from the brand color to the neutral color for menu triggers, close buttons, and the "You" badge. The changeset also covers field labels, Cancel buttons, disabled inputs, and hover styling, which the title does not mention. That is acceptable because the title does not need to cover every detail.
Full details: Description check
Explanation
The description states that Mosaic's default controls used the brand color where neutral reads better. It lists the menu triggers, close buttons, the "You" badge, field labels, Cancel and reverification buttons, disabled and tag inputs, profile contact values, and interactive-row hover styles. These items match the raw summary of file changes.

Field labels, the Cancel buttons in the confirmation, delete and rename-passkey dialogs, and the reverification Back button and resend and help links no longer take the brand color. Disabled inputs and tag inputs are tinted with the neutral color.

Preserve the default border color for interactive outline rows.
slots.item.outline sets borderColor to --cl-color-border. The later interactiveOutline style sets default: null, which clears that declaration in StyleX. The border then falls back to its initial/current-color behavior in the resting and disabled states. The hover rule assigns the same --cl-color-border token, so it does not create the requested firmer hover state. (raw.githubusercontent.com)
Keep a real default border color and use a distinct stronger value for hover, preferably in one borderColor declaration or through a StyleX variable.

Add coverage for interactive outlined rows.
The current tests cover outlined styling and custom-render interactivity separately. They do not reach interactive && variant === 'outline', so the new interactiveOutline atom and its hover border rule are unprotected. Add focused tests for a normal outlined custom-render row and for native and ARIA-disabled rows.
The disabled exclusions are CSS selectors inside interactiveOutline; disabled rows still receive the atom. Tests should verify the hover behavior, not expect the atom to be omitted.
