Description

Adds a Color Tokens page under Styles in swingset. It lists every --cl-color-* token with its resolved light and dark color, lets you override the seed tokens (page, neutral, brand and the status colors) with a picker or any CSS color, and shows the generated tokens following. Gray, Warm gray and Cool gray presets set the page and the neutral together, and the same presets are in a Palette menu in the header.

Stacked on #10493.
