Walkthrough
Before the first start, send() queues events without changing the snapshot, and can() checks transitions against the initial state. During startup, the actor processes its initial state and then applies deferred work before committing the snapshot. Invoke settlements received while stopped use the same deferred queue. Tests and API comments cover these behaviors.
clerk/javascript#10477: Updates event queuing for the same actor when it is stopped. This change also queues and applies events sent before the first start.

Merge Risk: Low · previous review 3f8db
Startup events can be processed out of order, leaving the actor in the wrong state. Correct the ordering or accept this bounded risk before merging.

Explanation
Docstring coverage is 25.00% which is insufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 4 functions across 3 files.

- Line 319: Update applyDeferred so deferred events remain queued when startup
stops the actor, and so any unprocessed events are preserved if the actor stops
during the drain; only remove events once they have been successfully applied.
- Line 367: Update the pre-start checks in the actor’s can() flow to resolve the
initial state and its status from the current context, so changes made by
setContext() before start() are reflected in transition availability. Keep the
existing behavior for active actors unchanged.

Queue reentrant sends behind deferred work without bypassing final states.
When start() enters the initial state, or when applyDeferred() drains the queue, send() can process a newer event immediately while older deferred events remain queued. This can change the state before the older events run.
Check the final state before applying the queue guard. Keep stopped sends queued.

Description
Machine actors now queue events sent before their first
start().send()before the firststart()used to be dropped. It is now held and applied onstart(), in order, after the initial state is entered.can()beforestart()used to returnfalse. It now answers for the initial state.useMachinestarts its actor in an effect, so this closes the window where an early event was silently lost.Checklist
