What Problem Does This Solve
Ruby 3.4.12 is the current patch release for this series, and this repo is pinned to an older patch.
How Does This Solve It
Bumps the pinned Ruby runtime to 3.4.12 wherever it is pinned, including local-dev version files.
How Was It Tested?
Not run locally: the bundle must be reinstalled under 3.4.12. CI will exercise it.
Risks and Key Decisions
Patch-level bump within the same series, so risk is low.
