Redact sensitive data from audit events that are visible to roles with
read_sensitive_data=false (SpaceAuditor, OrgAuditor, SpaceSupporter).

Prevents sensitive data from leaking to roles with read_sensitive_data=false
through audit events (audit.app.apply_manifest and audit.service_binding.*).
