docs: retire LAUNCH.md - #1803

The dateless launch checklist has served its purpose: the readiness gates it tracked are recorded in ROADMAP.md and MILESTONES.md, and the remaining pre-launch work (cncf#1778 blog post, cncf#1433 DNS cutover) is tracked in issues. Remove the file and reword the prose that pointed at it; the ADRs keep their historical mentions, as do the launch-metrics checkpoint label and collector comment, which describe a past capture.
