A release tag lands on collin/main's head at publish time, not on the commit that was built. GitHub's generate-notes works between tags, so a pull request merged during a build showed up in that build's notes (#9 appeared under 10029, which was built before it).

The fork list now comes from first-parent commits between the previous release's built commit (from its hidden marker) and this build's: PR merges by title, direct commits by subject, upstream syncs left out. A commits-only fetch takes about 4 s.

All existing fork releases since 10012 have been rewritten with this script.

A release tag lands on the branch head at publish time, so a pull
request merged during a build was credited to that build.
