## Scars

- Fork CI step without `timeout-minutes` (VS installer for Spectre libs) stalled unnoticed until the user flagged it; the watcher only reported finished steps. Rule: every install/download step in a workflow gets `timeout-minutes`, and a run watcher reports the running step and its age.
