Generate expected bump version comment when receiving a new pull request

Description

We have occasionally merged pull requests that included unexpected version bumps. We probably could have a GitHub action that generates such comments whenever PR is received and maybe make it someone else can reuse as well

Submitted three companion PRs that implement the workflow and make it reusable:

• ci: add PR bump preview workflow #1957 — adds .github/workflows/pr-bump-preview.yml to this repo and documents the pattern in docs/tutorials/github_actions.md so commitizen's own incoming PRs get the preview comment.
• feat: rework PR bump preview workflow commitizen-action#102 — replaces the original draft with a robust version (uses setup-cz, handles exit code 21, sticky comment via marker, pull_request_target for fork PRs) and is now ready for review.
• feat(examples): add PR bump preview example setup-cz#19 — adds examples/pr-bump-preview.yaml so users of setup-cz can copy the same workflow.

All three workflows share the same logic so the pattern is easy to reuse.
