The working paper 'A Novel Error-Tolerant Anonymous Linking Code' (Schnell, Bachteler, Reiher, 2011) was previously hosted at grlc.german-microsimulation.de, which no longer resolves. Point the link to the paper's SSRN page instead, matching the link used in the clkhash README. Fixes data61#542
