Changes

bundle summary no longer fails when bundle.engine: terraform is set: the removed-engine error is reported as a warning and the summary is printed, so users can see which engine their bundle pins. DATABRICKS_BUNDLE_ENGINE is not checked by summary. All other commands still reject engine: terraform.

Tests

New acceptance test bundle/summary/engine-terraform, unit test for the warning.

## Changes `bundle run` no longer fails when `bundle.engine: terraform` is set: like `bundle summary` (databricks#6968), the removed-engine error is reported as a warning and the job runs, using the ID from the (in-memory migrated) terraform state. Applies to inline `bundle run -- <cmd>` too. ## Tests Extended `bundle/migrate/auto/run-no-commit`: `replace_ids.py` asserts the exact job ID in the Run URL; new step runs with `engine: terraform` and checks the `run-now` request and that the terraform state is left untouched.
