fix(flow): preserve supplied assurance limitations in handoffs

A live handoff omitted goal-alignment and evidence-completeness limitations. The grader separately rejected the equivalent freshness wording “the archive” in place of “an archive”.

All three manager handoff skills now require copying each supplied limitation statement unchanged, including its full topic list. Concise summaries and full reports on request remain supported. The grader accepts the bounded article variation and continues rejecting missing topics, contradictory claims and unsupported tails.

Validation passed 2,839 tests with 20 existing skips and zero failures, followed by 78 path-selected tests. Independent exact-head review returned PASS+NOTES at f25987c and inspected all five files and the actual packed instructions. All nine historical reports remain unchanged. Their 340 earlier gradable inputs pass, the host failure stays excluded, and the newest input still fails for its real omission.

These checks establish the local repair. Package bytes changed. No paid call used this package. A fresh complete canonical qualification and its canary remain required.
