Description of Changes

Adds .github/renovate.json to onboard Renovate for automated dependency updates.

• Pins GitHub Action versions to commit digests (helpers:pinGitHubActionDigests).
• Groups GitHub Actions updates into a single PR.
• Runs on the org's standard schedule (timezone America/Toronto).
• Enables vulnerability alerts and applies the renovatebot label.

@ysinghc For this repository since we have a Dockerfile that should be patched, let's enable the dockerfile manager and reuse the rules we already got in registry-support: https://github.com/devfile/registry-support/blob/4e20d3adfb5b0714e02b5c4105c187ff239771ea/renovate.json#L61-L81

@michael-valdron sorry for the commit signing. I do it on the ones i make locally. github doesnt add that line when accepting the suggestions. I have edited thoses commits. in future i will proactively. edit the suggested commit's sign-off line as well
