Release version in VERSION, one build for all tags, simpler README.

VERSION=2026.10.23
ADMINER_VERSION=6.1.1
  • Makefile: include VERSION. make release sets today's date and prints the file.
  • CI: one build. On master it pushes latest, <VERSION>, <upstream> and <upstream>-<VERSION> and creates the GitHub release. Other branches only build.
  • README: simpler, with a ## Versions table.

Replaces #93 (same changes, clean commits). Tested: actionlint, make version, make release, make -n build. Pushing tags and the release only run on master.

VERSION holds the release date and the Adminer version; make release sets the
date. One build pushes latest, <VERSION>, <upstream> and <upstream>-<VERSION>
on master; other branches only build.
Fewer sections, one block of examples, one Versions table.
