Bump Netty to 4.1.136.Final

[RafaRuiz]

Fixes the Netty CVEs flagged by GitHub security alerts (netty-codec-http, netty-codec-http2, netty-codec). All io.netty artifacts now resolve to 4.1.136.Final.
