Get rid sparse checkout in Antigen pipeline. Sparse checkout wasn't necessary anyway as other pipelines like SPMI, for example, check out all of jitutils.
(Antigen build now depends on src/util/CommandLineHelpers.cs which is outside the antigen tree, and the sparse checkout wasn't grabbing this)
