Tycho now supports Maven 3.10 (eclipse-tycho/tycho#6399), so builds can use the runner's or the developer's Maven again, and the enforced Maven version no longer needs to stop below 3.10. This reverts commit d7b65da. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Why the change
#1567 pinned Maven 3.9.16 with the Maven Wrapper because Tycho 5.0.4 cannot build with Maven 3.10 (eclipse-tycho/tycho#6399). Once a Tycho release fixes that, builds can use the runner's or the developer's Maven again.
Special things to note
Bundle-ClassPathentry (containing/) as classifier eclipse-tycho/tycho#6399. Tycho merged it onmainwith Use valid classifiers for injected nested jar dependencies (Maven 3.10.x compatibility) eclipse-tycho/tycho#6400 but has not released it yet; 5.0.4 is the latest release. Before merging, bumptycho.versionin.mvn/maven.configto that release in this PR; with Tycho 5.0.4 the runner's Maven 3.10 fails inxtext.expressionwith "Invalid Collect Request". Until then, CI on this PR is expected to be red.mvnw,mvnw.cmdand.mvn/wrapper/, switches the workflows andAGENTS.mdback tomvn, and restores the enforcer range[3.9.0,4).🤖 Generated with Claude Code
