Provide Signed Content for the Planned 0.20.0 Release

Because I was looking at this issue:

eclipse-equinox/p2#475

I started to wonder about the state of Babel. That made me notice that there is this site which appears to have new content:

https://download.eclipse.org/technology/babel/update-site/latest

My concern is that this content appears to be unsigned, which I think is going to be a "bad news" story for the planned 0.20.0 release.

Sorry, I see now that this release is not planned but is past and the content at that site is a year old...
