Envoy Dependency Upgrade:

Upgraded Envoy dependency to commit b6e7e12ed (Sep 04, 2026).
Migrated Nighthawk from legacy WORKSPACE file dependencies to Bazel 8 MODULE.bazel (Bzlmod) dependency management.

Nighthawk Source Changes (source/ & include/):

Modernized include headers across include/nighthawk/ and source/ to align with Envoy’s refactored API paths and namespaces.
Updated Envoy API references (envoy/config/listener/v3/..., envoy/extensions/..., etc.).
Updated tools/nighthawk_envoy_updater.py and docs/root/updating_envoy_dependency.md.

Fixed Bzlmod Include Paths in test:

Updated test includes across all files in test/ to use Bzlmod canonical paths (external/envoy/source/ →source/, external/envoy_api/ → envoy/).

Fixed Bzlmod Runfiles & Test Path Resolution:

C++ Runfiles: Updated test/test_common/environment.h to pass "_main" as workspace name (runfilesPath(path, "_main")), ensuring .gold files and test data fixtures resolve correctly under Bazel 8.
Python Runfiles: Added rlocation fallback helper in test/integration/utility.py to handle "_main" and "envoy+" repository prefixes for config templates, certificates, and nighthawk_client JSON outputs.
