When any cleanup after this save throws, the organization is already soft-deleted, but retrying the public DELETE still enters OrganizationHandler.Handle(DeleteOrganizations), whose GetModelsAsync call uses normal soft-delete filtering and returns 404 before reaching this resumable service path. Fresh evidence after the claimed fix is that only the service-level test retries with an explicitly loaded deleted model; the endpoint path remains unable to do so, leaving cleanup deferred to the periodic job. Allow DELETE to load the deleted organization for cleanup retries or durably enqueue the remaining work.
