The project filter can now show a 24rem options list when space allows, while remaining constrained to the available viewport. Short lists and filtered results shrink to their content; search and footer actions remain visible while only the options scroll.

The layout is opt-in for the project filter, preserving other multiselect layouts.

Validation: 768 frontend unit tests and npm run validate passed. Two local browser tests cover desktop height, search-driven shrinking, keyboard interaction, short/tall mobile viewports, and a 640x360 CSS viewport equivalent to a 1280x720 window at 200% browser zoom. Before/after captures show the list growing from 288px to 384px. Native browser-toolbar zoom was not automated. Maintainability review found no outstanding issues.

No public API changes or breaking changes.
