app: action toasts ease up and down as a bar under them comes and goes - #666

The activity feed jumped when the history bar, the claim pill or the history vial appeared or went under it. The editor now names what the feed stands on, and the feed's lift (app/feed_lift.zig, std-only) eases only when that changes, over core.anim.slide's time and curve; with the same thing under it, it follows its height exactly.
