build(docker): publish image to GHCR - #13

Ship the release binaries as a distroless image for linux amd64 and arm64 so sqlglot can run without a Go toolchain. The release job now logs into GHCR, smoke-tests the pushed image, and pins GoReleaser to v2.12.7. CGO is disabled so the binaries are static and work in the distroless base.
