This is now failing due to Ubuntu changes, but we no longer rely on implicit QEMU usage anyway, so the SDK's copy will always be used. Signed-off-by: James Le Cuirot <jlecuirot@microsoft.com>

🟡 Changes recommended
Removing qemu-user-static breaks the ARM64 image build on x86-64 runners without binfmt registration because the SELinux policy step executes ARM64 Bash through chroot, which the SDK’s QEMU binary alone cannot handle.

What changed in this PR
Removes Ubuntu’s qemu-user-static dependency from GitHub Actions setup to avoid installation failures, with the intent of relying on QEMU supplied by the Flatcar SDK.
Changes:
- Removes host QEMU installation from CI and SDK-update workflows.
- Makes the same change in the shared SDK setup script, leaving other dependencies unchanged.

Hmmm. It seems you're right, although I wonder how that's working on Jenkins. I'll find out.

Note that we don't have QEMU on our Jenkins workers either.
Tested with the kernel release job. main and alpha failed but for an unrelated reason. The rest worked, albeit there was no new kernel release.
