Mobile hamburger menu is broken

What's the issue?
The hamburger menu button on mobile is currently nonfunctional. An additional hamburger button is populated instead.

Where?
The entirety of the site besides the front page is affected, on mobile:

To Reproduce

1. Open frcsoftware.org
2. Click on 'Start Learning’ (but any other category will also do)
3. The hamburger menu will not do anything
4. There is also a second hamburger menu that will work

Expected behavior
The hamburger menu in the navigation bar should work. The other one should be removed.
