add BHFH statement to CONTRIBUTING.md

Overview

This PR adds the "By Humans, For Humans" statement in CONTRIBUTING.md to clarify our position on AI/LLM based contributions.

Note that this PR is assigned to all pygeoapi contributors, with final decision to be taken by the PSC (PSC vote). @kalxas @justb4 @francbartoli @jorgejesus @pvgenuchten please vote either here (as a PR approval, or not) or on the mailing list (thanks in advance!).
