Fixes the 404 workflow for developer-doc builds. The linter previously treated
docs.sentry.ioas the local site even when checkingdevelop.sentry.dev, which produced false failures for valid product-doc links.Adds a configurable internal hostname, passes
develop.sentry.devfor developer-doc builds, and covers hostname classification and local URL mapping with focused tests.Unblocks #19465.
