Description

Upgrades the external microsoft-foundry plugin from version 1.0.15 to 1.0.16 using source commit fd51b878fdfc1330fb34654acbe5390b0c873fef.

Regenerates .github/plugin/marketplace.json from the updated external plugin catalog.
