Summary

Fixes #68039.

Current main (c589ea02280e71c6af359dfe535b62eb54f6b2b4) still reproduces the issue. Running canonical make recompile changes only .github/workflows/smoke-claude-routed.lock.yml, exactly matching the reported old/new blobs (781b80c987 → 26a89db38c).

The smoke workflow was introduced by #67835 with stale generated output relative to current compiler defaults: the GitHub MCP server pin from #67886 and noop comment output wiring from #68000. Regeneration updates the lock's manifest, container references, deterministic heredoc delimiter, and noop output/environment wiring. No workflow source, dependency pin, compiler behavior, or upstream-managed workflow was changed; no lock was edited manually.

Validation

  • make recompile: all 338 workflows compiled; only the intended lock changed.
  • make check-workflow-drift: all 338 workflow locks match their sources after regeneration.
  • PATH="/opt/homebrew/bin:/usr/local/bin:$PATH" make agent-report-progress: passed, including scoped validation and the full drift check. Modern installed Bash was used because macOS /bin/bash lacks mapfile.
  • git diff --check: passed.

Existing repository compilation warnings remain unchanged. No workflow was dispatched.

Regenerate with make recompile so the lock matches current compiler defaults, including the GitHub MCP v2.0.2 pin and noop comment outputs.

Fixes #68039

Outcome: reported_no_action

The agent completed and reported no action. A no-op output alone does not verify that all required work was completed or that publication was possible.

Agent messages are omitted from this comment. The category uses structured run status, not interpretation of agent prose.

No actionable issues in the changed lines. This is a regeneration-only lockfile update, and the diff consistently brings the workflow in line with the repository's current generated defaults (GitHub MCP server v2.0.2, noop output plumbing, refreshed MCP config delimiter, and the current firewall allowlist) without introducing a changed-line correctness or maintainability regression.
