Description

Adds a French translation of the README (README.fr.md), following the same pattern as the Korean (#4939) and Japanese (#4560) README PRs:

• README.fr.md is translated from the current English README, including the Capabilities and In the news sections.
• The language switcher of every README (README.md, README.zh-CN.md, README.ja.md, README.ko.md) now links to Français.
• README.fr.md is added to the markdownlint DOC_GLOBS in .github/workflows/lint.yml.

As in the Korean README, the legacy anchor IDs (-get-started, sdd-quickstart, …), every external link and every command block are kept identical to the English version, so existing deep links keep working and the commands stay copy-pasteable. Spec Kit component names (Extension, Preset, Workflow, Bundle) are kept as is; prose is translated.

This is a documentation-only change: no code, template, script or configuration that affects execution is modified.

• same number of ## sections (11), no trailing whitespace, final newline.

markdownlint was not run locally; the markdownlint job in CI covers the new file.
