Turns out there's a git config that keeps remote/origin/HEAD tracking that of the upstream at
git fetchtime. (Currently done with a separategit remote set-head --auto)Updating our
fetchRepofunction to use this will effectively halve our network calls!Also, we should not reclone as a fallback when encountering a 401 (Unauthorized) error.
