- Configure Spotless (`googleJavaFormat('1.25.2')`) in a root
`build.gradle` for all subprojects.
- Run `./gradlew spotlessCheck` in `.github/workflows/presubmit.yaml`.
- Mention `./gradlew spotlessApply` in `CONTRIBUTING.md`.
- Reformat existing Java files that did not meet the formatting rules.
