This PR updates the litellm dependency to 1.106.4 (which satisfies the >=1.84.0 remediation requirement) for both enterprise-ai-agent and enterprise-ai-agent-local projects to mitigate CVE-2026-49468.

During dependency resolution, I found that litellm required a stricter Python bound (<3.14), so requires-python in pyproject.toml was updated from <4.0 to <3.14 for both projects to satisfy Poetry's solver while retaining necessary constraints on other packages (such as google-cloud-aiplatform with adk,agent-engines extras, and google-adk remaining within the 1.x bounds).

Testing was verified by running module import tests and validating successful resolution by Poetry.
