feat(config): Add osc config command scaffolding - #2007

Wire `openstack-cli-config` into the `osc` binary as a new top-level `config` command, dispatched before cloud config resolution (like `plugin`), since config commands operate on local files only. Adds `osc config show`, displaying the effective local CLI configuration ($XDG_CONFIG_HOME/osc/config.yaml merged with built-in defaults).
