Updates all of the libcnb.rs crates (including the transitive libcnb-* crates) to the latest release, which includes OpenTelemetry crate upgrades, and switches libherokubuildpack's tar module to the faster zlib-rs backend for decompression.

This is being done manually (well, via an LLM) rather than via Dependabot, since Dependabot doesn't update the transitive libcnb.rs crates correctly, and its default 3 day cooldown would delay the update.
