Summary

Seen on the lab: after each lab update the Orchestrator said "#42 … now has 2 retries again" — the agent-led retry count was in memory. It now derives from the task's persisted FixRounds (#272): rules' 3 rounds + agent's 2, clamped — a restart grants nothing new. A person's answer still grants one more (unchanged).

Test plan

  • RetriesLeft_ComesFromPersistedFixRounds (5 cases); full suite green (1630).

The agent-led retry count lived in memory, so every lab update gave a stuck task two more tries (seen on #42). It now
comes from the task's persisted FixRounds (#272 — every change sent back to the Coding agent, by anyone): the rules'
3 rounds plus the agent's 2, capped, so a restart grants nothing new.
