ci: instant-sync.yml lacks a FARM_DISPATCH_TOKEN presence gate

Closing: the gate it asks for is already there.

.github/workflows/instant-sync.yml on main is 1,486 bytes and does gate on
FARM_DISPATCH_TOKEN being present before the dispatch step. Verified today.

Worth knowing for context: the same defect is still real in two sibling repos —
januskey #58 (962 B, no gate) and maa-framework #101 (1,009 B, no gate, plus a duplicated
actions-lock banner line). Both dispatch to hyperpolymath/.git-private-farm with a secret
that gitbot-fleet #433 reports as returning Bad credentials across supervised repos, which is
why an ungated step goes red on every push. Patches for both are prepared.
