⚠️ CORRECTION 2026-08-25 — the referenced PR is unreachable

hyperpolymath/a2ml-estate-normalizer does not exist (gh repo view → 404). Any step in this issue pointing at "PR #1" in that repo cannot be actioned as written; the destination must be named before that work can start.

Already done: palimpsest-license PR #110 merged 2026-06-22, and LICENCE-POLICY.adoc Rule 2 is already narrowed to exactly three repos.

Genuinely remaining: the ~11k licence-header regeneration and the hook propagation.

Concentration is extreme: polystack alone holds 1,477 (76%), then palimpsest-license 127 and jaffascript 107.

⚠️ The finding that changes the work

LICENCE-POLICY.adoc Rule 2 was re-ruled on 2026-08-26 to an explicit five-repo register:

palimpsest-license · palimpsest-plasma · consent-aware-web · insolvency-tycoon · sim-public-relations

polystack is not on it. So ~1,477 of the 1,933 headers are policy drift by the policy's own current definition — which is a different and much better-defined job than "cascade ~11k headers".

The checkbox in this issue for "Rule 2 narrowing to three repos" is superseded — it is five, and the register is explicitly designed to grow.

The unreachable destination is answerable

a2ml-estate-normaliser (British spelling) exists, as a nested Rust crate at hyperpolymath/a2ml-ecosystem/members/tooling/a2ml-estate-normaliser/. It was never a standalone repo, so the "PR #1" this issue waits on cannot exist.

Recommend: rescope to polystack + the 34 other non-register repos, and drop the PR #1 dependency.

Status note from the iseriser lane, 2026-09-21:

• iseriser generator: done. All six licence emitters in src/codegen/scaffold.rs produce canonical MPL-2.0 (PR chore(license): migrate PMPL scaffold emissions to MPL-2.0 per owner ruling iseriser#106, 2026-09-02), and the contractile.just gate now rejects palimpsest content in licensed output. The factory no longer upstream-feeds the drift.
• Ruling bookkeeping: FLAG: discarded local edit wanted iseriser relabelled PMPL-1.0-or-later — owner decision needed iseriser#104 closed as "not intended" (Rule 1 default; off-register).
• Policy re-read while there: Rule 2's register is now five (ruling 2026-08-26) — the ~200-repo surface should be re-counted against the current register before the header-regen step, since two register additions post-date the runbook inventory.
• Still outstanding on this issue, unchanged: the ~11k-header regeneration from fixed generators, the axis-aware hook propagation, and naming a real destination for the retired a2ml-estate-normalizer step (404, already flagged in-issue 2026-08-25).
