feat: provide is_close_to_with_margin assertion for chrono-types

Provide the is_close_to_with_margin assertion for the temporal types of the chrono crate.

With this change asserting provides the is_close_to_with_margin assertion for the types:

• chrono::NaiveDate
• chrono::NaiveTime
• chrono::NaiveDateTime
• chrono::DateTime<Tz>
