Not wed to this solution or interface. I'm just hoping for a better way to bound nested repeated fields. (Gossipsub control messages) Otherwise it is a little unweidly. |

Add
totalLimitsto cap repeated fields and map entries across an entire decode or stream, including nested messages. Existing per-containerlimitskeep their current behavior; codecs must be regenerated to use the new option.
